Ces effets pourraient etre evites, et la competitivite amelioree, en identifiant et en integrant le "credit economique", qui permettrait d'echapper a la production de biens de consommation. L'une d'elles, enoncee par la contribution de M. Freeman, avance que le changement technologique des dernieres decennies a ete revolutionnaire, et que ce caractere permet aux pays en developpement de sauter par dessus la phase industrielle du developpement. Opposee a celle-ci, la these de M. Dore est qu'il n'y a rien de revolutionnaire dans les evolutions actuelles, mais simplement une accelaration qui accentue le fosse entre pays developpes et non developpes. Pour M. Vaitsos, le renforcement des droits de propriete intellectuelle et industrielle pose le probleme recemment debattu au sein du GATT et rend plus puissantes encore les firmes muntinationales, aux depens des pays en developpement. Mais si le changement technologique est revolutionnaire, et la productivite globale inegalement repartie, alors se pose le probleme de la localisation des entreprises, et des implications pour les produits manufactures pour l'exportation des pays en developpement (M. Kaplinsky). La Coree du Sud et Taiwan donnent l'exemple d'adaptation de leur politique grace au developpement de leur technologie de l'information (REGARDS-CNRS-DF)..
