En Ethiopie, divers indicateurs (releve de vegetation, qualite du sol, changement demographique) revelent un developpement en termes d'ecologie et de societe, pourtant il existe un potentiel de meilleure utilisation des ressources : ressources en eau, ressources intellectuelles (innovation, organisation socio-politique, et economique). En Namibie, le probleme de l'aridite extreme est aigu, car 70 % des 1,7 millions d'habitants vivent en zone rurale, parmi lesquels 90 % tirent leurs revenus de l'agriculture. Presentation du Plan Zschortau, projet international de recherche permanente sur la gestion des sols, de l'eau et des nutriments pour combattre la degradation des sols surtout en zone tropicale. Suivent plusieurs articles sur la cooperation internationale, declaration de Rio (1992) : protection de l'environement, conservation des sols, lutte contre la pauvrete, education. Le gouvernement allemand offre une cooperation financiere et technique active (REGARDS-CNRS-DF)..
