Le consensus actuel qui soutient qu'une croissance a forte intensite de travail est favorable aux pauvres est mis en doute, et l'accent mis sur l'agriculture pour ces memes raisons est juge contestable, puisqu'il est constate que la diversification des activites economiques est source de mieux-etre (REGARDS-DF). Une deuxième série de questions porte sur les différences hommes/femmes en ce qui concerne le rapport à la terre, au travail, ce qui mène à étudier le contexte social et institutionnel de production et de répartition. La connaissance du contexte de la création de pauvreté, facilite l'interprétation des indicateurs et aide à comprendre le processus ou intervient la différence de genre. Faire ressortir la spécificité de la condition féminine nécessite d'éviter quelques écueils méthodologiques, et de dégager clairement, l'implication des processus et institutions sociaux, économiques, culturels et politiques dans la création de pauvreté pour les femmes. Dix articles s'attachent à éclairer la question : mesure du pouvoir croissant des femmes ; les indicateurs de bien être, reflets de la condition féminine ; discussion de six des notions de la Banque Mondiale sur la pauvreté notamment des femmes ; pauvreté féminine et emploi ; les infanticides de filles en Inde (1981-1991) ; le déséquilibre des genres en Chine, Corée du Sud et Inde de 1920 à 1990 (effet des guerres, famine et déclin de la fécondité) ; la place des femmes dans les activités exportatrices ; la lutte contre la pauvreté (REGARDS-DF).
