Le principal probleme consiste d'abord a identifier les pauvres : differents criteres, induisant des politiques differentes, peuvent etre invoques (est cite par exemple le cas de Java). Les criteres de mesure de l'evolution de la pauvrete dans le temps sont aussi relatifs. Un article conteste les mesures de la Banque Mondiale pour reduire la pauvrete. Un autre des problemes majeurs est celui de l'usage de l'aide (quand 15 % seulement va directement aux pauvres). Dans le meme ordre d'idee, une comparaison est etablie entre l'efficacite de l'aide japonaise, britannique, americaine et d'organisations multilaterales. De meme, des questions se posent sur l'evaluation de l'impact de l'aide d'urgence britannique, qui est passee de 2 % a 14 %, mais sous forme d'aide technique. Un article particulier est consacre au probleme de la pauvrete et de la femme (REGARDS-CNRS-DF). ""Le premier article se pose en accusateur du libéralisme imposé par le biais de l'ajustement structurel. Le 2ème article critique cette accusation, biaisée selon l'auteur co-établie sur des critères d'évaluation de pays riches (de l'OCDE), alors que le mal viendrait dans les pays du Sud de la faiblesse des Etats. Le développement des services de base (éducation, santé, assurance) prôné par les instances internationales dans le cadre d'une privatisation mondialisée sape pourtant les bases d'un service public équitable (3ème article). Une distinction entre bénéfices professionnels globaux et bien être social spécifique à une politique nationale est établie dans l'article suivant (Z. Hong), signalant un tendance à l'augmentation des premiers, au détriment de l'équité. Un engagement plus actif des citoyens est absorbé dans le 5ème article, et l'inadéquation entre services proposés et besoins réels dans les pays du Sud est dénoncée dans le 6ème. Les causes en sont relevées, des mesures recommandées. Au Bangladesh, l'activisme des femmes pour la défense de leurs droits est progressivement écouté. L'exclusion sociale, le cercle vicieux qui y mène et l'importance des politiques de réintégration sociale sont analysés dans l'article 8. Enfin le dernier article explore quelques-unes des méthodes utilisées par les organismes donateurs pour faire une ""analyse sociale"" (REGARDS-CNRS-DF). L'une des voies de cette adaptation est la formation selon le sexe. Une multitude de methodes a ainsi vu le jour, la plupart s'efforcant d'alerter les decideurs concernant la division sexuelle qui existe quant a l'acces aux ressource et aux responsabilites. Malgre tout, ces methodes divergent sur la facon d'apprehender l'egalite entre les sexes. Afin de demontrer comment les differences dans la maniere implicite de considerer la realite rejaillissent sur l'efficacite, on examine ici trois types de formations basees sur les roles selon le sexe, le role des femmes et les rapports sociaux entre les genres. Les praticiens et decideurs sont alors incites a presenter des projets de developpement qui depassent les notions statistiques d'efficacite ou d'egalite, et a s'interroger sur leurs propres pratiques institutionnelles (IBISCUS-CEDID).
