La migration est-elle un choix individuel ou imposé par des contraintes structurelles ? Des questions de développement régional et de droits fondamentaux des citoyens sont soulevés à ce propos. C'est ce qui est examiné d'après le cas de la Chine dans le 1er article, de A. Saith. Le 2ème analyse le lien entre mobilité de la population et disparités régionales (F. Cai) : il conclue que la migration contribue au développement rural. Les trois suivants traitent des conditions de vie et de travail des migrants dans les zones urbaines ou dans les entreprises chinoises d'outremer. Il existe de nombreuses difficultés pour s'assurer un emploi stable et la priorité pour les villes devrait être de fournir un emploi aux migrants. Ces migrants qui se groupent en communautés sécurisantes (B. Xiang). Outremer, les groupes de migration sont principalement constitués de jeunes femmes d'origine rurale, et ce sont leurs relations avec leur employeur que C. Huang étudie : problèmes de gestion, de niveau d'éducation. Les principes traditionnels de gestion, autoritaires, semblent maintenant évoluer. Les mêmes thèmes sont étudiés au Viet Nam par Dang Nguyen Anh. On constate une tendance constante à la migration du nord vers le sud, et aussi des chances plus grandes de trouver un emploi pour les hommes, plus éduqués et plus qualifiés, que pour les femmes. Il faudrait trouver un moyen autre qu'autoritaire pour gérer ces tendances. En Chine comme au Vietnam, on peut donc constater que les destinations des migrants sont la ville, que des disparités régionales et entre zones rurales et zones urbaines sont accentuées depuis la libéralisation (REGARDS-DF).
