Cependant la chute continue des prix des biens primaires, qui furent à leur niveau le plus bas de la décade en 1985, ont connu une situation inverse dans la plupart des pays membres, spécialement dans les pays les moins développés et dans les économies insulaires du Pacifique. En 1986, les modifications dans l'environnement économique externe résultent de la dépréciation du dollar, des prix du pétrole s'effritant et des taux d'intérêts déclinant, et ont eu des impacts variés dans la région : la plupart des pays ont continué à faire face à un environnement externe défavorable et à des ajustements difficiles avec des ressources financières nationales autant qu'externes, rares pouvant les aider à élargir leurs économies. La deuxième partie porte surtout sur la population, l'alimentation-nutrition, la santé et l'éducation (leurs potentialités, leurs problèmes et les politiques) (REGARDS-OC). Deux facteurs ont particulièrement joué : la croissance importante des exportations industrielles de biens manufacturés, spécialement dans les pays d'Asie du Sud-Est et d'Asie Orientale ; d'autre part, les dures conditions climatiques, principalement une sécheresse sans précédent, dont les effets ont été sévères en Asie du Sud (sécheresse en Inde, sécheresse et inondations au Bangladesh et en Inde orientale) mais qui ont pu cependant être compensées grâce à une politique de stockage alimentaire. La deuxième partie porte sur le commerce international des produits de base : malgré le rôle croissant des exportations des biens manufacturés, les produits de base non-pétroliers fournissent encore la principale source des emplois, des exportations et des revenus dans de nombreux pays en développement de la région. Pour les exportations de produits de base, tels que les minerais et métaux, la plupart des prix des produits en termes réels demeurent à un bas niveau. Analyse surtout des tendances à long terme affectant la demande et la réponse des marchés aux produits, des tendances du commerce, des changements technologiques et de leurs effets sur les économies de la région. Quelques suggestions d'options politiques sont faites (REGARDS-OC). Les économies des pays nouvellement industrialisées d'Asie et la Chine, tout en continuant à être les principales sources de la réputation de croissance dynamique de la région, ont décliné en 1988 par suite de facteurs nationaux ou externes. Il y a aussi émergence de goulots d'étrangement dans plusieurs pays par suite du développement d'infrastructures inadéquates ; de la dégradation de l'environnement (dérorestation) ; de réactions de protection des économies des marchés développés aux produits manufacturés exportés de ces régions.
